Experience As federal agencies have continued to be leaders in the implementation of enterprise Geographic Information Systems (GIS), NexGen has developed significant expertise in web-based GIS technologies that provide our customers with access to rich, geographically-controlled data. For the Bureau of Land Management, NexGen implemented a digital representation of the government’s Public Land Survey System (PLSS) as part of the Geographic Coordinate Data Base (GCDB). The BLM is working to establish the GCDB as the standard representation of the PLSS in the western states. BLM hopes that the GCDB will support the agency's responsibilities under OMB Circular A-16, which relates to the coordination of surveying, mapping, and related spatial data activities in the United States. The Geographic Coordinate Database is built on the principle that the accuracy and precision of land information will be improved over time. The application that NexGen helped develop uses X/Motif C code and ESRI’s ArcGIS technology. NexGen’s GIS experts initially conducted a detailed requirements analysis, and later developed and deployed Internet GIS functionality using Microsoft Windows on Citrix servers in an enterprise environment. Also as part of the GCDB project, NexGen has played an integral part in deploying the National Integrated Land System (NILS) for the BLM and the U.S. Forest Service. NexGen personnel developed a customized data conversion application, tuned the geodatabase for ESRI’s ArcSDE technology, and administered the system. All federal information systems must comply with OMB Circular A-130 and meet NIST security guidelines. NexGen implemented GCDB within these constraints.
