Solution The Space Leasing System was developed using the Microsoft Power Platform, incorporating Software as a Service (SaaS) apps like Power Apps, Power Automate, and Dataverse. This solution centralized lease management processes, enabling BLM to track contract actions and administration tasks systematically, while automating and streamlining approval processes for GSA Leases. Leveraging and customizing existing Microsoft capabilities, we tailored the Approvals application to cater to the specific needs of individual users and groups. The integration has enabled users to experience a seamless approval process, with the ability to configure notifications for various approval processes and receive alerts through Microsoft Teams and email. By providing a convenient and efficient way to obtain necessary approvals, the app has streamlined the entire lease-related actions approval process, reduced manual checking, and improved overall efficiency. One of the key features of the Approvals integration is its robust filtering and sorting capabilities. This allows users to easily prioritize and manage various approval requests, ensuring that critical lease actions are promptly addressed while maintaining a clear overview of pending tasks. The legacy application faced security compliance issues, and the BLM required a rapid modernization of the app to a zero-trust compliant technology platform. Challenges Before the implementation of PMDS, BLM lacked a structured approach to manage and measure its performance against the activities outlined in its Strategic Matrix. This lack of a coherent system made it challenging to track the progress of activities, manage costs effectively, and ensure alignment with the GPRA requirements. The legacy system did not meet the latest zero-trust cybersecurity compliance requirements and was at risk to be shut down and no longer available for end users. Solution NexGen Technologies modernized the legacy ColdFusion-based PMDS application to the low code, cloud-based Microsoft Power Platform, leveraging Power Apps, Power Automate, Power BI, and Dataverse to enhance the efficiency of performance management data.   • Oil & Gas System Modernization

    Background The Bureau of Land Management (BLM) manages the lifecycle of fluid mineral development on the public lands and federal mineral estate from permitting through well and infrastructure abandonment and reclamation of surface disturbance associated with fluid mineral production. The Automated Fluid Minerals Support System (AFMSS) supports BLM mission-critical programs and activities including Fluid Minerals Inspection and Enforcement Program; Environmental Inspections; and tracking of operational approvals such as Applications for Permits to Drill (APD), Well Completion Reports (WCR), and Sundry Notices on both Federal and Indian Trust Lands and Leases. Challenge The Bureau of Land Management had an objective to modernize a 20-year old legacy application to modern technology, enhance data collection for Operators, enforce data standards, and streamline complex business process flows. The legacy application faced major inconsistencies in data tracking and monitoring throughout its offices, with data being stored across 51 disparate databases. They had an objective to overhaul paper applications and turn to web-based software solutions to create a national standard. Solution NexGen provided business transformation, business process reengineering, and IT modernization services throughout a complex multi-year project to replace the legacy AFMSS. NexGen implemented the AFMSS 2.0 as a Business Process Management (BPM) based permitting system that maintains case files associated with the permit applications, adjudications, approvals, rejection, and others. Using open-source technology, NexGen developed an enterprise content management system that integrates with the BizFlow  Business Process Management (BPM) engine to support the case file management needs within the AFMSS2 application.  Due to limitations with the COTS product, our team worked to rearchitect the original proprietary COTS user interface with a modern AngularJS-based mobile responsive solution to enhance the user experience. Our Team identified and recommended a change to the core AFMSS data architecture, which involved re-orienting the core system to a “well-centric” architecture from an APD-centric data architecture. Since the core architecture is critical to any application’s future fit for use and functionality scalability, this change, drastically reduced the complexity of AFMSS and enabled a more seamless scaling of future functionality such as Sundry processing, Inspection and Enforcement and Well Completion Reporting. A major goal of this project was to consolidate 51 stand-alone databases which segregated authoritative oil and gas lease data across Indian-owned and BLM-managed lands. In support of the data migration from AFMSS 1 to AFMSS 2, NexGen completed a detailed data migration plan and architected a uniform Oracle-based data schema to consolidate data across 51 disparate databases. This extensive effort was further complicated by the fact that these legacy AFMSS databases did not have field level data validation and rules, consequently data could vary considerably within the same field across different data sources. NexGen performed extensive data cleansing and data conversion in support of this complex data migration effort. The resulting AFMSS 2.0 helps the BLM reduce permit processing times, while also increasing the efficiency and transparency of APD review and approval process. Outcome The AFMSS 2.0 meets a key BLM mission objective – availability of a unified, streamlined, web-based national system for submission, processing and tracking of NOSs and APDs. AFMSS substantially improves data quality and consistency and automates the key processes (NOS, APD, Sundry Notices, etc.) using a custom off the shelf (COTS) business process management (BPM) engine.   • Public Help Desk Support Solution

    Challenges Our client, the Bureau of Land Management (BLM), has an enterprise Help Desk solution that can only be used by internal BLM users.  Since many BLM applications are public-facing, the Bureau required a public-facing Help Desk solution where any public user can submit a Help Desk ticket for support and/or report an issue with an application. Solution NexGen designed and developed the “Public Help Desk” (PHD) site, which is a Drupal based implementation that allows public users to submit help desk tickets across multiple public-facing BLM National Applications. This site was developed as a centralized support request site to allow public users to submit support requests (help desk tickets) for the BLM National applications that are not currently supported through the main BLM Help Desk System. Internal BLM application leads receive an automated email notification when a new ticket is submitted to their system by a public user. Internal users can search all submitted tickets, add comments to tickets, resolve tickets, and run reports on tickets submitted for their application.   • Modern Website for the Science in Practice Portal

    Background BLM wanted to create a new website called the "Science in Practice Portal (SPP)" to support internal user knowledge sharing and host a public facing website view to enable public users to search for a variety of scientific knowledge and resources. Challenge The project objective was to design, develop and implement an online portal to provide the BLM staff an effective medium for collaboration, communication and sharing of relevant science information, data, and tools. Solution NexGen designed and developed the public-facing “Science in Practice Portal” (SPP) site, which is a Drupal-based implementation that provides a rich and engaging environment for sharing technical information among a broad range of science-oriented end users. The core implementation was enhanced with appropriate Twig templates that incorporate the needs of individual business lines. The navigation inside Drupal was enhanced to provide a better user experience that allows for seamless and intuitive navigation. This web application also uses community modules modified for SPP to provide “What’s New” and “Upcoming Events” functionality. NexGen integrated Apache Solr to provide highly scalable enterprise indexing and searching capabilities. As a result of near real-time indexing, the Portal rapidly displays any content updates. Deployed the initial phase of the Science in Practice Portal (SPP) that contains over 6,000 content items, multiple events, forums, and 300,000+ website hits per month. We integrated social media feeds, an RSS feed, and an interactive “self-help” tour, which guides first-time visitors’ users across site features.     Challenge The National Interagency Fire Center (NIFC) faced significant challenges with its legacy website. This outdated platform was not only difficult for the public to navigate but also cumbersome for internal teams to maintain. Moreover, the website did not comply with important accessibility standards (Section 508), making it hard for all users to access the information they needed. Solution NexGen Technologies has spearheaded a comprehensive redesign and modernization of the National Interagency Fire Center's (NIFC) official website, NIFC.gov, leveraging the advanced capabilities of the Drupal 9 platform. This initiative was aimed at enhancing the site’s content management system (CMS) to provide a robust, user-friendly, and mobile-responsive interface. The upgraded public-facing site now serves as a critical resource for eight federal agencies involved in Wildland Fire Management and Emergency Response operations. Utilizing Design Thinking and Sprint methodologies, our team crafted a digital environment tailored to diverse user personas, ensuring an intuitive and inclusive user experience. Over 100 webpages underwent meticulous design and development, transitioning to the new Drupal 9 platform. The homepage features a dynamic and engaging layout with a scrolling Hero image, assorted content blocks, and up-to-date Fire statistics that captivate and inform site visitors. In line with the latest design trends, the website incorporates cascading menus for streamlined navigation, integrated social media feeds to enhance engagement across platforms, and libraries of reusable images and videos to support content versatility. To drastically reduce the labor involved in updating Fire statistics, Robotic Process Automation (RPA) was implemented, cutting down data processing time from hours to mere minutes—a reduction of 80 to 90 percent. Furthermore, the site adheres to the newest accessibility standards, including Section 508 compliance. It features an innovative "toggle" capability, allowing users to customize how they view content based on their accessibility needs.   • Enterprise Help Desk Analytics

    Background Our client, the Bureau of Land Management, leverages a Help Desk solution using IBC Remedy, which manages all tickets for users across the Bureau. Challenges Business leaders desired an Enterprise Dashboard and Analytics solution to view Enterprise Help Desk metrics, ticket status, and customer service results. Executives wanted to view an overview of ticket status (completed, submitted) by department and date range. The IBC Remedy project did not like the out of the box reporting capability within the Remedy application, and reporting capabilities were very limited in nature.  The business did not want a live data connection due to major performance concerns for the help desk system. Solution Overview NexGen partnered with the client’s Remedy technical team to thoroughly understand their business requirements and data structuring needs. Robust extract, load, and transform (ETL) process were developed using Informatica, which transformed data to fit a specialized reporting data model within the Oracle-based data warehouse, tailored to a range of bespoke needs.
