SEWP Overview
NASA SEWP VI, Solutions for Enterprise-Wide Procurement, is a Governmentwide Acquisition Contract that provides federal agencies and their approved contractors with access to Information Technology, Communication, and Audio-Visual (ITC/AV) products and services. Administered by NASA, the SEWP Program supports governmentwide technology acquisition through streamlined procurement processes, online acquisition tools, and customer support. The SEWP VI program is self-funded through an Agency Administrative Handling Fee, currently 0.34%.
Category B: Enterprise-wide ITC/AV Service Solutions
Through Category B, NexGen supports customized enterprise-wide strategic solutions for large-scale requirements spanning multiple departments, locations, customers, and/or field offices. Category B services are designed to improve and enhance agency ITC/AV environments through enterprise and shared-service approaches. The SEWP VI contract specifically identifies managed services, agency-wide help desk capabilities, enterprise IT security, application services, network services, IT service management, cloud services, cybersecurity, and other large-scale enterprise implementations as representative areas of support. Product-only requirements are not within the scope of Category B.
Representative NexGen Category B services include enterprise network and communications services, IT managed services, enterprise innovation, IT service management, enterprise service integration, application and platform support, enterprise cybersecurity, cloud services, digital communications, program management, and other ancillary services necessary to deliver an integrated enterprise IT solution.
Category C: ITC/AV Mission-Based Services
Through Category C, NexGen supports customized ITC/AV solutions at the mission and program level. Category C is intended for mission-level implementations and includes services such as custom computer programming, telecommunications and network operations, ITC/AV engineering and design, data processing and analysis, hosting, IT and network operations, IT consulting, digital government services, cybersecurity, and related mission-focused technology support. Product-only requirements are not within the scope of Category C.
Representative NexGen Category C services include mission-specific innovation, information and data analytics, artificial intelligence and machine learning, application services and software development, cybersecurity, cloud services, systems integration, testing, DevSecOps, digital government, IT operations, technical analysis, and program support.
A.1.13 Fair Opportunity and Requests for Quotes
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.
The Contractor shall not market, quote or otherwise offer for sale any IT Solutions not listed under this contract until those solutions are included in the SEWP database of record and available to Government end-users.
If the Government issues a Request for Information (RFI) as part of market research, the Contractor may provide items not yet listed on its SEWP contract as part of a market research quote if the items are clearly identified as not yet available on the contract and the Contractor submits a technology refreshment request to add those products to the contract.
If the Government issues a Request for Quote (RFQ) or Market Research Request (MRR), the Contractor may respond only with items available on its contract, and the price of each item may not exceed the price in the Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items available on its contract to fully respond to a formal RFQ, the Contractor must respond with a No Bid.
Unless the RFQ specifically permits partial quotes, the Contractor must respond fully to all requirements identified in the RFQ. When submitting a quote to a Government end-user, the Contractor must clearly state the length of time the quote remains valid and shall honor any order submitted within that stated validity period.
When responding to an RFI or RFQ issued through the NASA SEWP online quoting system, the Contractor must respond in accordance with Attachment C, the Contract Holder User Manual (CHUM).
Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, including RFQs, RFIs, and related requirement information, for purposes other than proposing on SEWP requirements. Contract Holders may not provide such information to third parties to assist non-SEWP Contract Holders in preparing unsolicited proposals for agency requirements already posted to the NASA SEWP online quoting system.
